The Commission of Inquiry into Ancestral Land Rights and Restitution has called for the revamping of the current National Resettlement Policy. The policy, the commission says, only identifies the San, as a targeted community for resettlement, while there are other groups who were most affected by land dispossession who are not prioritised in this regard. Also, there is a mismatch between policy and selection criteria with regards to affected groups. While recognising that all indigenous groups were affected by the loss of ancestral land in one way or the other, the commission says, the communities in southern and central regions were the most affected. These are the San, Ovaherero, Namas and the Damaras. The commission suggested for the appointment of an independent specialist committee to audit the National Resettlement Programme with a particular focus on who benefitted and whether those beneficiaries met the resettlement criteria. It further calls for the development of an alternative redistributive model that will replace the current individual-oriented policy with group resettlement. The groups resettled through a policy should be protected against the invasion of stronger individuals and groups, as it is happening with the San on their resettlement farms, the commissions says in its report submitted to the President.
