The Ministry of Education, Arts and Culture has, due to the consistency of low performance in English in the country, identified experts to be trained to empower educators with different teaching tactics. Over the years, the Ministry has been recording unsatisfactory performance of below 40% in English as a second language at the Namibia Senior Secondary Certificate Ordinary Level (NSSCO).
