National Council passes 48 bills without amendments

The National Council has passed 48 bills from the National Assembly without amendments of the 73 bills referred to it. The council objected, by a two-thirds majority, to two bills namely Namibian Citizenship Amendment Bill and the Public-Private Partnership Bill and referred them back to the National Assembly for reconsideration. Only the Income Tax Amendment Bill could not be considered by the Council as the House could not meet because of the COVID-19 lockdown. However, the bill was passed by the National Assembly, because of the lockdown which but was deemed to have been passed, as per constitutional provision when a bill is not considered and pass within 30 days. These remarks were made by the Director of Specialised Services, Immanuel Kooper, at a media information sharing session in the capital today. Kooper, also indicated they expect to swear in newly elected 42 members of the National Council.
