The SADC Heads of State and Government Summit starts in Mbabane Swaziland today. Its theme is Resource Mobilization for Investment in Sustainable Energy Infrastructure. Former SADC Media and Public Affairs Officer Charles Mubita told NBC Radio Current Affairs on Monday that in terms of progress much has been achieved. The Trans-Kalahari and Trans-Caprivi Highways and Corridors were established in Mozambique, Malawi and at Walvis Bay, to increase easy access to other SADC member states. Dr Mubita said the implementation of the targets set in the Industrialization Strategy Road Map has not been easy due to limited funding. Last year's meeting noted the need to explore sustainable ways and means of financing SADC programmes. A few methods were compiled under Botswana's leadership, but Dr Mubita says nothing will be achieved in a short period, because more internal issues affect different countries in this regard He says in as much as SADC is relatively stable, peaceful, there are pockets of conflict in Lesotho, Madagascar, Zimbabwe and DRC which take a big chunk of SADC funding. The former SADC official observes that another major factor is that economies of many countries have stagnated and that some countries can hardly afford to pay their annual fees.
