The manner in which the Speaker of the National Assembly Professor Peter Katjavivi applies parliamentary rules has come under fire. This after the speaker allowed a ministerial statement to be delivered, touching on an issue that some opposition MPs felt was in violation of the rules of the house. They said the matter was already listed on the order paper, as a notice of motion.
