The World Food Programme (WFP) will always comply with the state of emergency regulations, in distributing drought relief food. The head of the programme in Namibia, Elvis Odeke, said this during a tour with the Kavango East Governor, Bonifatius Wakudumo to the warehouse at the Uvhungu Vhungu Irrigation scheme, east of Rundu.
