Windhoek Mayor Fransina Kahungu says the Moses Garoeb informal settlement will be formalised in the next five years if SWAPO is given another mandate to govern the Khomas Region. Kahungu told party supporters in the Moses Garoeb Constituency that fast delivery of land, is a promise that has already begun to materialise, as the council is in negotiations with the Government to subsidies land for low-income earners.
