The Ministry of Education, Arts and Culture has introduced the Education Sector Strategic Plan for 2023-2030, an ambitious roadmap designed to address systemic challenges and align Namibia's education system with global trends and local socio-economic needs.
The plan, developed after extensive consultations following the 2022 National Conference on Education, was presented by Education Minister Anna Nghipondoka in Windhoek.
The plan aims to enhance access, equity, and quality in education while ensuring sustainability and resilience across the sector.
Minister Nghipondoka underlined key objectives, including the urgent need to address infrastructure challenges by constructing new classrooms and upgrading existing facilities.
Efforts to strengthen teacher recruitment and professional development are also underway, alongside initiatives to integrate advanced technology into teaching and learning, expand pre-primary education, and promote inclusivity, especially for marginalised communities and learners with disabilities.
While the government has made strides, the minister acknowledged that financial constraints remain a significant challenge.
To mitigate this, the Ministry is collaborating with local and international partners to secure resources for implementing the plan.
Minister Nghipondoka also underscored the need for collective effort, urging parents, teachers, and the private sector to play an active role in transforming Namibia's education landscape.
The Minister of Higher Education, Technology, and Innovation, Itah Kandjii Murangi, also shared perspective on the charter.
"Inservice and preservice, but also continuous professional development of teachers, is found to be critical because we want to professionalise the teaching profession, and for that to take effect, there has to be continuous upskilling, and with regard to the issue of funding, the ministry of finance and the national planning were directed by cabinet to see to it that they avail avenues for funding."
The ESSP 2023-2030 will include periodic reviews to assess progress and adapt strategies to emerging needs.
With a focus on equipping learners with skills vital for Namibia's sustainable development and economic growth, the government is optimistic that this plan will create a resilient, inclusive, and world-class education system that leaves no child behind.
