Murder convict and American citizen Kevan Townsend wants the High Court to allow offenders to have semi-nude pictures in their cells.

He is requesting that the Court order Corrections officials to stop confiscating such materials from offenders.

Townsend also seeks to have Corrections authorities allow inmates to receive conjugal visits.

He is suing the Minister of Home Affairs for N$850,000, claiming multiple instances of inhumane treatment by authorities.

Townsend further demands that the lock-up time for offenders be changed from 15:00 to 18:00.

In court documents, he alleges that inmates are currently being locked up for 19 to 20 hours per day, which he describes as cruel, inhumane, degrading, and draconian.

Kevan Townsend has also requested that the Court grant offenders supervised contact and communication with the media.

Windhoek High Court Judge Christi Liebenberg sentenced American citizens Kevan Townsend and Marcus Thomas for the ‘assassin-like’ murder of Namibian André Heckmair in Windhoek on 7 January 2011, with Townsend receiving a 29-year sentence and Thomas receiving a 30-year sentence.
