The Minister of Agriculture, Water, and Land Reform, Carl Schlettwein, introduced a new law four days before the 7th Parliament's term ended.
As a result, members of Parliament suggested that the bill be withdrawn.
The legal proposal that Schletwein introduced aims to create communal land boards to help manage land in shared communities.
The law would set rules for the distribution of land and prevent foreigners from owning commercial farmland.
PDM leader McHenry Venaani was the first to point out that there is not enough time left for the 7th Parliament to properly discuss such a complex bill.
He recommends delaying the bill until the 8th Parliament to give it the attention it requires.
Minister Schlettwein, acknowledging these suggestions, rejected calls to withdraw the bill.
Swapo MP Maureen Mbuende then suggested that the bill be postponed instead.
As a result, the discussion on the bill has been postponed to March 19.
