
Bukalo Village Council CEO, Ntwala Sazita, says the local authority is struggling to grow due to numerous challenges related to staffing and operational issues.
These challenges include the absence of a works inspector and an environmental officer, as well as the lack of a smart financial system to monitor financial reports.
Other issues involve plots that were allocated over ten years ago but remain undeveloped.
The council also lacks operational equipment and machinery, relying instead on hiring, which is costly.

Security has become a serious concern due to overgrown bushes on allocated plots that remain undeveloped.
Sazita notes that Nored has had to replace several copper wires stolen because of bush encroachment in these neglected areas.
The council faces difficulties in servicing land due to insufficient funding.

Sazita made the remarks at an engagement with Urban and Rural Development Minister James Sankwasa today.
