The Councillor of Kapako Constituency, Augustinus Kupembona, engaged the Mbunza Traditional Authority on constituency developmental plans and how to fairly implement them.

The meeting that was attended by Hompa Alfons Kaundu and the headmen and women of various villages touched on various issues, including land, water and youth development.
After the engagement with the traditional authority, a Locality Development Committee election for the constituency took place.

Councillor for Kapako Constituency, Augustinus Kupembona, stressed, "First of all, we must be our own champions of what we want to do. All the ideas or projects must start with ourselves. Community support is needed. Any government infrastructure that is supplementing any project in the constituency must be supported or protected by all of us. So what we want to see is that as we are marching on to the Locality Development Committee (LDC) setup, we want the involvement of every community member – young, old, women and men – to participate but with a serious understanding that it is not business as usual."

Kupembona underscored the role of traditional authorities as the custodians of land.

"All developmental activities or projects happen on soil, so the custodian of the soil is the first step to engage for any developmental activity. It's not a one-man show, and it's not a thing that can happen overnight, but with determination, all of us will reach there. Kapako will be a better place one day, and the hope is there."

Hompa Kaundu applauded the councillor, stating that the engagement was a good note to start on.

"Working together is very important. If we don't work together, you can have your plans, but they won't work out. Every village has a headman, and he has the right to address the villagers, not the Village Development Committee (VDC). Together with the headman and the VDC, you can make a team and work together. But if you say the headmen are not educated, then that's where you will fail. I have worked with a lot of councillors; now you should get ready to respond to the people that you promised. I will tell you that every leader serving the people doesn't let development start first in your house or your village; it starts with those that are in need because if you start from your own house or village, then the complaints will start."

The councillor will embark on a journey to visit communities for information-sharing purposes.
