The Anti-Corruption Commission (ACC) convened a regional consultative workshop in Otjiwarongo to gather stakeholder input for Namibia’s Third National Anti-Corruption Strategy and Action Plan (2026-2030).

ACC Director-General Paulus Noa emphasized the incompatibility of good governance and corruption:

“Good governance and corruption cannot coexist.”

He further explained the Commission’s approach to allegations of corruption:

“When you find ACC does not take action against someone who has been reported, it is because the evidence does not support the allegations. Remember, it is one thing to report allegations and another to substantiate them with evidence proven beyond reasonable doubt,” he said.

ACC Executive Director Tylvas Shilongo highlighted the strategy’s goal to ensure full autonomy for the Commission:

“It does not mean that we will not become a government department. We are a government department, but a government department that is fully independent in terms of hiring our own staff, recruiting, and even promoting, like any other structure that is considered to be independent,” he said.

Independent Consultant Laina Mbango reported on progress under the previous strategic plan, noting that 21% of targeted actions were fully achieved while others remain in progress, hindered in part by limited budgets.
