Kunene Regional Governor Vipuakuje Muharukua has stated that the planned State of the Region address will proceed as scheduled, despite what he describes as attempts to undermine his constitutional responsibility to address the council and the Kunene Region.
He said that if councillors choose to boycott their constitutional duty to attend, he will speak to the people of the Kunene Region, who are eager to hear about the state of the region and its plans for future development.
This statement follows a widely circulated letter dated 29 June in the possession of NBC News, in which Chief Regional Officer George Pieters Kamser said the majority of councillors will not be available to attend because of what he termed a severe financial and administrative crisis in the region.
Without the required quorum, the meeting cannot legally be held. Article 110A(5) of the Constitution states that the SORA must be delivered at a meeting of the Regional Council.
