The Minister of Health and Social Services, Esperance Luvindau, denied using government funds to hire her brother's law firm to represent her, saying the letter of demand against the Windhoek Observer newspaper was issued in her personal capacity.

Dr. Luvindao was responding to NEFF leader in the National Assembly Longinus Iipumbu, who questioned why the minister engaged her biological brother's law firm to issue a letter of demand against a local newspaper over an article concerning the Ministry, instead of seeking legal representation through the Attorney General's Office, raising concerns about a potential conflict of interest and the use of public office.

"No government resources were used to hire lawyers. Any sensible person, excuse me, I withdraw; any sensible lawyer or law firm or individual that has evidence to the contrary does not necessarily need to pose the question in the August House. They can feel free to present that proof of payment from the Ministry of Health and Social Services to Her Excellency, as well as the right Honourable Prime Minister, without delay."

She defended her right to seek private legal representation, adding that the newspaper published a retraction on 31 October 2025.

The Minister also maintained that her family members have the right to conduct their businesses and request information from government ministries, provided they do not violate the law.
