The Namibian Broadcasting Corporation will allocate equal free airtime to all registered political parties and independent candidates contesting in the upcoming Regional Council bi-election for the Moses Garoeb Constituency. 

NBC management revealed this during a meeting with participants.

The bi-election slated for the 6th of January 2023 comes after the death of the constituency councillor, Aili Venonya, who died in October.

The equal free airtime allocation content will be broadcast on TV on NBC 1 at 18H50 from 26 December to 4 January 2023.


The nbc's  News and Programming Chief,  Menesia Muinjo said, in the news coverage, they have equal free airtime allocation that the nbc gives to each contesting entity to explain to voters why should they be the best when it comes to voters.

The total equal free airtime of six minutes will be allocated for the entire election period per political party or independent candidate or association.

The nbc's Special Projects Manager, Kalilo Kalilo said the nbc will broadcast their free airtime on nbc 1 and the time will be 10 minutes before 7 on a daily basis, the commencement will start on the 26th of December 2022 and cease on 4th January 2023.


Apart from nbc's free airtime, entities contesting the January by-election have the option to pay for commercial content on all nbc Radio stations and Television channels or to buy airtime for Live broadcasts of campaign events.


Participants who attended the meeting applauded the broadcaster and pledged to carry out their campaigns in the spirit of peace and without savagery.

Swapo, IPC, NEFF, and two Independent Candidates will contest in the by-election. 


Moses ǁGaroëb Constituency is an electoral constituency in Windhoek, with a population of about 45 564 and as of 2020, it had 41 550 registered voters.

The constituency was created in 2003 under the name Western Hakahana at the recommendation of the third Delimitation Commission, which suggested that the constituency of Hakahana be split.

In 2008 the constituency was named after the late politician Moses ǁGaroëb.

Swapo Party candidate won the 2020 regional election.


The late Aili Venonya received 5 983 votes while Tommy Efraim of the Independent Patriots for Change came second with 3 960 votes.
