West Side High School's Principal, Veneza Rheeder, has attributed the poor examination results to a lack of basic moral values and discipline among learners.
In an interview with nbc News, Rheeder stated that approximately 20 minutes of the 40 minutes allotted for teaching and learning are used to discipline disruptive students.
She says parents also need to discipline their children at home and not leave it to teachers to do what they are supposed to do.
Rheeder added that most of the parents are not involved in their children's education, saying some of them do not turn up for parental meetings.
"It is our responsibility to inform and advocate for parents on the expectations, results, and analyses of the school performance targets, objectives, and basic school organizational activities, but less than 25% of our enrollment or parents are actually turning it up; somewhere, parents must take up their active rule and assist us in making this curriculum work and ensuring that they sent out a child who is ready to be educated."
