
Former footballer and current employee at the Office of the Prime Minister, Lolo Goraseb, stood in chains at the entrance of his employer's office.
Goraseb is concerned about the structural independence and integrity of Namibia’s public service management.
He criticised the current positioning of the Public Service Commission under the Office of the Prime Minister, arguing that it compromises the commission’s ability to function impartially.
"It is supposed to be an independent agency that handles public service management issues without interference or influence from the Office of the Prime Minister," he said.
Goraseb noted that the commission itself has made several submissions advocating for autonomy. However, it remains under the Prime Minister’s office, limiting its ability to make independent decisions and recommendations.
He also highlighted leadership concerns within the Department of Public Service Management, which is responsible for implementing public service reforms.
Goraseb alleged that the department is headed by a staff member who was found to be dishonest and mischievous under oath at the Labour Commission. He further pointed out that the division of Ethics and Integrity within the same department is led by another official with a similar record.
"This is the rot we are referring to," he said.
Goraseb also accused the executive leadership at the Office of the Prime Minister of failing in their duties.
I-Ben Nashandi, who is the accounting officer at the Prime Minister’s Office, responded by stating that all aggrieved employees know the proper channels to follow if they have grievances.
