In response to rising flood risks, the Cabinet has issued directives to various ministries and regional councils aimed at managing the situation and ensuring public safety.

These measures specifically target key flood-prone areas, including the Cuvelai and Etosha Basins, the Zambezi and Kavango rivers and floodplains, the Kunene River Corridor, the Lower Kuiseb and Orange Rivers, and the Hardap region in the Mariental zone.

The Ministry of Urban and Rural Development, in collaboration with affected regional councils, is instructed to activate warning systems and multi-hazard contingency plans in these critical flood zones.

 This includes implementing all necessary precautions to mitigate potential damage from rising water levels.

Additionally, the Ministry of Information and Communication Technology has been tasked with establishing regional information centers in partnership with local disaster risk management committees, particularly the Chief Regional Officers in flood-affected areas. 

These centers will aim to raise community awareness and provide regular, credible flood updates to both the central government and local residents.

To enhance flood management capabilities, the Cabinet has directed the Ministry of Agriculture, Fisheries, Water, and Land Reform to keep the flood bulletin and dam flood management plans current and fully operational at all major facilities. 

The ministry will also coordinate with NAMWATER, the primary operator of the country's dams, to ensure effective flood control and water management.

Furthermore, the Ministry of Agriculture has been instructed to closely monitor upstream conditions, particularly in Zambia, Angola, and northern Namibia, to track potential surges in floodwaters and anticipate their impact on Namibian territories.
