Swapo Party MP Tuulikki Abraham has backed the Petroleum Amendment Bill, saying parliament must align existing laws with the Executive's decision to shift certain petroleum oversight powers to the Presidency.


Contributing to the debate in the National Assembly, Abraham said the Bill should be viewed within the broader context of the Executive's restructuring of responsibilities in the sector.

She told the House that as the legislative arm of government, parliament has a responsibility to put in place the legal framework required to give effect to the policy shift and to ensure a smooth and lawful transition.

"The transfer of certain powers provided for in this bill is aimed at strengthening the capacity of the President to directly guide and manage the growth trajectory of our nation. This will enhance coordination, oversight and strategic decision-making in a sector that is vital to Namibia's economic future."

Abraham also highlighted Section 3A of the Bill, which would require the upstream petroleum unit to publish an annual public report on upstream petroleum activities.

"This report will provide Parliament with sector-wide information on licensing, compliance, operational performance and regulatory activities, thereby strengthening transparency, accountability and informed legislative oversight."
