The Oshakati Town Council plans to formalise informal settlements for individuals to acquire plots under their names with title deeds over the next five years. In an interview with NBC News, Oshakati Mayor Leonard Hango said the council is putting together its strategic plan, which will be followed by the implementation of different projects, over the next five years.
