When the nbc board was asked by the Committee if it sought permission or arrangements from the employees on how to effect the deductions from their salaries, board member Inonge Mainga said the nbc signed the rules with NAPWU, which represented the workers.

"The Committee is actually looking for an agreement where employees have signed and consented that these deductions should indeed be made, we need to appreciate the difference. The deductions were made in terms of an agreement signed between the nbc and the union, the union was representing the employees, and whatever it is that was agreed, would have been a mandate that the workers have given to the Union."
