A senior official from the Ministry of Fisheries and three other suspects appeared in court for alleged fraud, forgery, and money laundering at Walvis Bay.
Cecilia Nakale (52) is a Chief Administration Officer under the Planning, Policy, and Economics sub-division at the Ministry of Fisheries and Marine Resources.
Among other duties, her division is responsible for administering fishing rights and quotas.
She appeared with 30-year-old Elizabeth Shikongo, Victoria George, and Abisai Ndeuyema, who are both 34 years of age.
The four suspects allegedly defrauded a fishing company out of nearly N$30 million.
Maggy Shiyagaya, the state prosecutor, opposed bail, citing the recent start of the investigations and the possibility of arresting more suspects.
She further opposed bail because the charges are of a serious nature and out of fear the suspects might interfere with state witnesses.
Defence lawyer Kadhila Amoomo represented the suspects and highlighted the urgency to bring a formal bail application before the court.
He argued that George has a medical condition as she is five months pregnant, which underscores her urgency to formally apply for bail.
He further stated that Nakale has high blood pressure, and it is urgent for her to apply for bail as well.
Amoomo raised concern about what he termed "sensational" media reports, which impact the accused's chances of a fair trial.
The matter was postponed to the 11th of March for a formal bail application.
