
President Netumbo Nandi-Ndaitwah has appointed a number of new ministers to key portfolios, while some former senior ministers who are part of the 8th Parliament do not feature in the Cabinet.
The members of the executive were sworn in by Chief Justice Peter Shivute.
The new appointee to the portfolio of Vice President is Lucia Witbooi, who will now be responsible for marginalised communities.
The new Prime Minister will be Elijah Ngurare, who takes over from the long-serving Saara Kuugongelwa Amadhila, who is now the Speaker of the National Assembly.
Dr. Ngurare will be deputised by Natangwe Ithete, who will also be responsible for the portfolio of Mines, Energy and Industry.
Former executive director and long-serving diplomat in the Ministry of Relations and Cooperations, Selma Ashipala-Musavyi returns as its minister.
Frans Kapofi, who is part of the President's eight non-voting members, returns to his old portfolio of Minister of Defence and Veteran Affairs.
The newly merged Ministry of Agriculture, Fisheries and Land Reform will be headed by Dr. Mac Albert Hengari, who is also part of the President's eight.
Sanet Steenkamp is promoted from Executive Director of Basic Education, to run the enlarged Ministry of Education, Innovation, Youth, Sports, Arts and Culture that was merged with the Ministry of Higher Education, Innovation and Technology.
Another former Executive Director of Finance and Public Enterprises Ericah Shafudah has also joined parliament as the president's eight to now run the Ministry of Finance.
Another non-voting member, Dr. Esperance Luvindao is the new Minister of Health and Social Services.
The former Deputy Minister of Works and Transport, Sankwasa James Sankwasa, is returning to the 8th parliament as the Minister of Urban and Rural Development.
Veikko Nekundi was promoted from deputy to full Minister of Works and Transport.
Phillemon Wise Immanuel is now the Minister of Justice and Labour Relations.
The National Planning Commission will now be served by veteran politician and diplomat Dr. Kaire Mbuende as Director-General.
Festus Mbandeka is retained in his position of Attorney General, while Lucia Ipumbu is moved from trade to the Ministry of Home Affairs, Immigration, Safety and Security.
The Minister of Environment and Tourism is taken over by Indileni Daniel from Pohamba Shifeta, who does not feature in the new Cabinet, although being a member of parliament.
Emma Theofelus retains the portfolio of Information and Communication Technology.
The Former Deputy Minister of Youth and Sports, Dr. Emma Kantema, has been appointed as the Minister of Gender Equality and Child Welfare.
Among the senior ministers who will be relegated to the back benches are former Minister of Finance Iipumbu Shiimi, Pohamba Shifeta of Environment, and Derek Klazen of Fisheries.
