In his inaugural contribution to the 2025/26 national budget debate, IPC Member of Parliament Milunga Lizazi advocated for a modest yet impactful allocation aimed at enhancing access to justice, particularly in rural and underserved areas.

Lizazi expressed concern over the increasing number of unresolved cases in magistrate courts, highlighting that many accused individuals, especially in criminal trials, remain in custody for unreasonably long periods. He attributed this backlog to a shortage of judicial officers and inadequate court resources.

He underscored the necessity for a significant allocation to strengthen community and traditional courts operating in remote regions. Additionally, he emphasized that the budget designed to support vulnerable populations should not be diverted from its intended purpose.

Lizazi called for support for mobile legal clinics, asserting that they are crucial for reaching rural communities. These clinics would provide legal advice, assist with filing and appealing cases, and educate communities about their rights, ultimately helping to bridge the gap between urban and rural justice systems.

He asserted that true justice must be accessible to everyone, not just those in urban areas or those who can afford legal representation.
