The Landless People's Movement's (LPM) Dawid Eigub has urged the Ministry of Finance to allocate N$250 million to local authorities for the implementation of youth-centred, training-based and labour-based construction projects.
A similar programme, Eigub said, was implemented in the transport sector and should be equally extended to local authority level to deal with unemployment in urban areas.
He also proposed that the Agriculture Ministry allocate an amount of N$1.5 billion to drill more boreholes in communal areas.
Meanwhile, IPC's John-Louw Mouton, who is also the shadow minister of ICT, in his maiden address, stated that there is a lack of software infrastructure in Namibia to streamline its services and create a conducive environment for innovation.
"When I look at the proposed budget, there is no indication that we are taking technological advancement seriously enough. With technology we can keep people accountable, track government assets and wasteful tenders, cut red tape, reduce bureaucracy, fix our procurement system and create a more nimble and efficient government that can serve the people of Namibia to its full potential."
Mouton also questioned certain allocations towards the vote of MICT personnel expenditure.
