The Electricity Control Board (ECB) says it is laying a foundation for the establishment of the Namibia Energy Regulatory Authority (NERA), as the country shifts toward a broader, multi-energy regulatory framework.
"The board approved the plan to ensure continuity as the current ISBP concludes on 30-26 March, 2026. Then, from 2026 to 3031, the ISBP sets out the ECB's strategic roadmap to strengthen Namibia's electricity sector. I've just touched on some of the key projects. We are moving the industry from single-year tariff reviews to multi-year tariff reviews. We are moving the industry from probably inherent efficiencies in the industry to a purely incentives-driven performance management framework across the whole supply chain, not from generation up to distribution. So while we are doing that, the new ISBP is also intended to transition ECB, also known as the Namibia Energy Regulatory Authority. "
The ECB said the plan positions both the current board and the incoming NERA as catalysts for Namibia's energy transformation, aiming to boost investor confidence, drive innovation and uphold regulatory excellence.
The official launch of the strategic plan is expected in March 2026.
