Members of Parliament raised concerns regarding the maintenance of state properties and the failure to maintain infrastructure properly.

They raised these issues during the debate on the Ministry of Works and Transport’s budget allocation.

PDM parliamentarian Inna Hengari stated, "Now, in your motivation, you make mention of the completion of maintenance of government buildings at a cost of N$16.9 million. Does this include the non‑assigned houses? Second, if not, what was the outcome of this process?”

IPC MP Nelson Kalangula asked: “There is also a budget allocation for maintenance that runs into millions. Could the Honourable Minister perhaps clarify if this is a decentralisation effort?”

According to Winnie Moongo from the PDM, "This clearly demonstrates that the government is failing to keep pace with the maintenance demands of its growing asset base. And it is effectively allowing infrastructure to deteriorate and depreciate over time.”

The Swapo Party’s Salomon April said: “For years, there has been a tendency for people who are using government properties to treat them as if they own them. For instance, those who are driving cars, you don’t see the necessary care that comes with using these very important assets that are there to serve the people.” 

The Minister of Works and Transport, Veikko Nekundi, responded that the government will enforce rules requiring tenants to repair damages or face eviction to protect public property.

“We shall now be deducting a particular fee, as approved by Treasury, from all those living in government properties. This amount will be deducted from their salaries and credited towards the upkeep of these properties.”

He added, “One of the serious issues that we have been experiencing and that we are going to enforce is that we have a contract between the tenants and the government: if anything is broken in the house, the person must repair that property within seven years. If you do not do so, you will be given a notice to vacate, and someone who cares for government property as required will be brought in.”
