United Democratic Front (UDF) MP Nico Somaeb raised concerns regarding patients allegedly losing their lives while being transported to ICU units in the capital.

He questioned whether the Ministry of Health and Social Services is planning to establish ICU units in the Otjozondjupa Region to improve accessibility to emergency healthcare.

"Whenever a patient is transferred to Otjiwarongo, they must then be referred again to Windhoek. Therefore, I would like to know if there are any plans within your ministry to establish a fully functional ICU centre in our region. Although we have received new ambulances, the lives of our patients are at risk."

Health Minister Dr. Esperance Luvindao revealed that feasibility studies to construct a trauma centre at the Otjiwarongo Hospital have been completed, with designs currently being finalised.

"We have conducted a comprehensive assessment, as it is essential to consider not only the ICU aspect but also the broader context. There are various elements that require attention. Additionally, we have discussed the advantage of the region's location; establishing a trauma centre or referral hospital would be highly beneficial."

Landless People's Movement (LPM) MP Dawid Eigub also raised concerns regarding the ministry not having made payments to a supplier for dialysis equipment since 2024.

The minister clarified that the issue arose from invoices not being submitted, as well as discrepancies between what had been delivered and what had been requested.

"In some instances, invoices were either not submitted or were submitted late, and there was a lack of reconciliation," said Luvindao. "The honourable member should be aware that before any payment can be made by the Ministry of Health and Social Services for services rendered, ministry officials must visit specific sites to verify that the products or services have indeed been delivered and are functioning correctly."
