Nkurenkuru Town Council has one month to fix its 2023/2024 financial year statements. 

The office of the Auditor-General has not been able to confirm the performance of the Nkurenkuru Town Council due to missing supporting documents.

The information was shared during the public hearing held at Nkurenkuru by the Parliamentary Standing Committee on Public Accounts.

It was revealed that the Council's strategic plan was also not signed, and there was no evidence to explain how 20 out of 22 targets were achieved. 

The report also found that performance agreements for senior staff were either not submitted or signed.

The acting CEO of the Nkurenkuru Town Council, Mangano Mukuve, explained factors that led to the imbalance.

" We went further to examine what have happened and we also realized that the adding up. The system that we were using. The issue of also lastly is the issue of ipsas. Honorable members when ipsas was introduced even at our University they were not having a module for ipsas some of us we did gap all of a sudden ipsas came in , the understanding was not even there also."

Mukuve said work overload and lack of training on the system also contributed to the error and can only be solved during the next financial year.

The committee member, Sharonice Busch, noted a lack of understanding of the system by the council.

"We want to see that there is an element of understanding what the IPSAS framework requires not only from yourself as the finance manager but the subordinates underneath you, because if the assets and records know already at entry level how to capture the data then it will eliminate the error when the financial statements are drown up. When the town planner needs to make a proposition for dump sites, they already understand what the IPSAS framework requires of me as a planner."

Committee Chairperson of Public Accounts, Hendrik Gaobaeb, adds, "We are conducting meetings. When we see that you are not responding to their words like "summon", we will not use those invitations; we will subpoena you to come before this council."
