The Ministry of Education, Innovation, Youth, Sports, Arts and Culture saved N$6.8 million by closing literacy centres across all 14 regions in 2024. Minister Dr Sanet Steenkamp stated that these savings have been reinvested into expanding the family literacy programme.

The minister was responding to a concern raised by PDM MP Rosa Mbinge-Tjeundo, who said the savings came at the expense of the beneficiaries.

Dr Steenkamp, however, explained the factors considered. "Firstly, there was poor learner attendance, irregular or absent lesson planning, minimal learner activity, and the deliberate retention of certain learners within the same stage. These factors were considered, and we aimed to provide context regarding the issue of unfair assessment."

Mbinge-Tjeundo also questioned contingency plans established to support the 221 literacy promoters who lost their income.

The minister clarified that literacy promoters are appointed on a contractual agreement for ten months.

The minister explained that adult literacy classes are seasonal and voluntary, with enrolment fluctuating according to the communities' needs.

Promoters are paid N$3,880 monthly, which has been adjusted over time.
