The Namibian government in 2024 took an administrative decision to have an open window only from the 1st of April to the 31st of May for new applications for mining and exploration.

This decision, according to Minister of Industries, Mines and Energy, Modestus Amutse, was made to address a backlog caused by the technical team's inability to manage the volume of applications received and the pace at which they were being assessed at that time.

Amutse said regardless of the arrangement, there has still been a backlog experienced with regard to applications received.

He was responding to IPC MP, Ferdinand Hengombe, who sought clarity regarding delays in the processing of licencing applications.

"They allocated the first days and Fridays of each week for the team to have certain hours only dealing with these applications, and that was the purpose of at least reducing the backlog. All new EPL applications that had been pending for more than 12 months were then evaluated during that time."

Amutse further stated that some applications were put on hold, as they couldn't be finalised due to outstanding letters of consent.

"For mining claims, for example, a total application received was 3,251. Now, as a matter of procedure, for these applications to be disposed of completely, there needs to be an attachment of an environmental clearance certificate, which is a function of another ministry. But, of course, we do coordinate to ensure that the applications are completely evaluated and determinations are made."
