The Minister of Environment, Forestry and Tourism has recorded an under-spent of about N$67 million in the last financial year.
Indileni Daniel explained that the understanding emanated from delays in the construction of a game-breeding camp fence.
Daniel was responding to IPC MP Rodrick Likando regarding the reasons for the under-utilisation of the allocated funds.
He attributed it to poor planning and delays.
Daniel stated that the ministry cancelled the contractor's contract due to slow progress despite several interventions.
To improve budget utilisation, the ministry has developed implementation plans with timelines for capital projects in subsequent financial years.
“Monthly reports are required to monitor implementation and ensure that unforeseen challenges are addressed. As I mentioned, you may not always anticipate or identify every challenge in advance. Once a contractor is on site, addressing these challenges can be difficult. However, we are trying to find solutions. In future contracts, we may also need to include provisions that make it easier to suspend a contractor when necessary.”
