Disgruntled owners of SMEs who rent business space from Chinese national and property tycoon Stina Wu on Monday stormed her office, demanding answers after the City of Windhoek disconnected the water and electricity supply at Kingsway Complex.
The Kingsway shopping complex was without electricity for the third time this year.
SME operators, who are mostly comprised of hairdressers and barbers, say the frequent electricity outages are negatively impacting their businesses.
The City of Windhoek cut the electricity and water supply to the complex last Friday, though water has since been restored.
However, the empty salon chairs are proof of customers' decision to choose alternative venues for styling.
A chair in the salon costs $1,500, and everyone interviewed by nbc News claimed they had never missed a rent payment.
Some of the tenants gathered at Stina Wu's office, calling for answers, but security officers maintained that she was unavailable.
The nbc attempted to contact Wu as she left the office on her way to the opulent Mari-Gold Hotel, which she also owns, but was unsuccessful. All calls to her phone went directly to voicemail.
Wu finally decided to address the crowd who refused to budge. She explained that the initial debt owed to the city stood at over N$1.3 million, which Wu explained has been reduced to N$250 000.
She apologised to the business owners and informed them that her team and the city's debt collection agency, RedForce, had come to an amicable agreement.
