The Inspector General of the Namibian Police, Lieutenant General Joseph Shikongo, has warned police officers that they would either be demoted or fired if they underperform in combating crime or put the good name of NamPol into disrepute. 

Addressing officers at Keetmanshoop, the Police Chief stressed that the culture of poor performance must be discouraged at all costs. "I am doing an evaluation on a daily basis of the crime situation in the country. I have the regional commanders that are reporting every day. I look at the issues of discipline within the organisation, and I think today the message that I have for you is to shape in or shape out. There is no two-way traffic. I am not there to negotiate how we move this organisation, but I am here to direct how this organisation should move."

Shikongo further called for the robust deployment of patrols in all areas in an effort to prevent crime. "Primarily, we need to prevent crime from happening, and how do we prevent crime? You cannot prevent crime just by sitting in the office. You can't prevent crime if you're not patrolling. You can't prevent crime if you're not putting up roadblocks. You're not preventing crime if you're not going to the community. You're not going to prevent crime if you're not recruiting informers or establishing informers. Information is there, crime is committed in the community, so crime prevention means boots on the ground."

In a bid to increase police visibility, Shikongo says he started with the deployment of administrative staff in Windhoek for street patrols during weekends.

He then directed all police officers present to go out on street patrol immediately after the meeting.

Also speaking at the gathering was ||Kharas Police Regional Commander Commissioner Marius Katamila. "You go to an office in administration where you find six people. I don't know whether one is carrying the file, the other one is typing the file, and the other one is bringing the letters for signature to the regional commander. That being said, prepare yourselves for the instruction as given. My responsibility is compliance, and being compliant means through you, when the General said "boots on the ground," it literally means boots on the ground."
