A decision to exempt 29 Zimbabwean Architects and Quantity Surveyors from the normal assessments required by law, was not meant to disadvantage Namibians. The Ministry of Works and Transport says it was set as a condition in an agreement signed between Namibia and Zimbabwe in 2014.
