PDM MP Vipuakuje Muharukua has moved a motion focused on the regulation of social media and freedom of expression. 

The motion raised concerns about the potential consequences of unrestricted social media use and its impact on individual rights, privacy, and reputation.
Muharukua argued that while individuals have the right to express themselves freely, there is a need for a regulatory framework that balances these rights with the potential harm caused to others. 

'It is my responsible submission that there is a need for this parliament, but not only for parliament but also the executive, to start the process with which we, within ourselves and within the context of our Constitution, within the context of how our society is crafted laws that will enable us to best enjoy our constitutional rights while respecting others. “

The motion also underscores the complex nature of regulating social media and freedom of expression in the digital age, where technology has significantly altered the landscape of communication and privacy.

"Social media, Facebook, WhatsApp, and other forms of media are the crux of this motion, if I may summarize. It's important that at some point these Parliaments start thinking about and investigating the possibility of us having a proper regulatory framework within which Namibians can exercise their right to expression and association.”

Muharukua appealed to fellow parliamentarians and the executive branch to initiate a process to develop a regulatory framework that specifically addresses these concerns.
