Minister of Industries, Mines and Energy, Modestus Amutse, says the green hydrogen programme falls within Vision 2030 and the Sixth National Development Plan, with a clear objective to transition Namibia from a primary commodity exporter to a diversified, industrialised economy.

Landless People's Movement's (LPM) MP Eneas Emvula questioned why the green hydrogen project is being advanced without a legislative framework passed by parliament.

The minister responded, stating it is governed by a comprehensive body of existing legislation that applies to all industrial activities.

"All hydrogen-related activities are subject to the Environmental Management Act, the Electricity Act, the Water Resource Management Act, and the Labour Act, which is in the Income Tax Act, among others, in addition to the constitution itself. So, for instance, the environmental authorisations, water obstruction payments, generation, generational licences for electricity, land use approvals and so on – all regulations and laws that we use especially in the upcoming markets."

The minister added that all project developers are contractually bound through their feasibility and implementation agreements to comply strictly with all applicable Namibian laws and licensing conditions.
