Swapo Party MP Salomon April has called on lawmakers to uphold the decorum of the National Assembly and follow parliamentary rules when raising grievances.
The call followed last Wednesday's disorder that forced the sitting to adjourn early.
Raising a point of privilege, April urged members not to normalise behaviour that undermines the dignity of parliament.
"I believe it's becoming a tendency in this House that we should normalise the abnormal. Respect is a basic fundamental character trait and cannot be afforded or given only when circumstances or conditions are okay in a relationship."
April said the decorum of the National Assembly belongs to the institution and the Namibian people, and he reminded members that a parliament exists to make laws for the proper governance of the country.
Referring to Wednesday's events, he described the exchanges as "a bit extreme" and said members cannot expect respect while failing to show respect to one another.
He urged MPs who believe their rights have been infringed to use the procedures provided for in the standing rules instead of disrupting proceedings.
"We cannot continue to do business in the country. Therefore, I want to call upon all of us to use the rules if we feel that we are being infringed upon when we contribute."
