The Swapo Party Women's Council (SPWC) has unveiled a series of reforms and preparations for its 9th Congress.
The Congress will take place from 09 to 11 December at Katima Mulilo in the Zambezi Region.
The Council urged members to adhere to party rules and strengthen the council's contribution to national development.
Speaking at a media briefing, SPWC Secretary Fransina Kahungu outlined the outcome of the meeting held in July at Lüderitz.
The meeting reviewed the activities, prepared resolutions for the Congress and mapped out regional and national election preparations.
She said delegates also identified key strategic questions on the council's future role.
This includes strengthening its effectiveness, working in partnership with government and other stakeholders, and monitoring the implementation of Swapo's manifesto.
"How can the Swapo Party Women's Council become more effective, both structurally and operationally? The second question is: Should the Swapo Party Women's Council compete with government ministries, non-governmental organisations, and the private sector, or should it complement these institutions by working in partnership with them? The third question is: Should the Swapo Party Women's Council act as a monitor of the Swapo Party election manifesto? Finally, the fourth question is: Should the Swapo Party Women's Council adopt a lobbying role or an executive role in governance?"
The Central Committee adopted several recommendations.
"The recommendations include strengthening leadership succession and mentorship, ensuring that at least 30% of leadership positions are held by individuals under the age of 40, advocating for legal reforms on quotas and gender-responsive budgeting, and improving the financial sustainability of regional structures. The long-term recommendations include establishing a comprehensive Swapo Party Women's Council archive and museum, expanding communication to all major Namibian languages, and engaging men and boys as allies in the fight against discrimination and as partners in Namibia's development.
Kahungu said regional conferences must be completed by 20 November.
She urged all regional structures to comply with the party's constitution and electoral procedures ahead of the Congress.
