MPs presented with draft amended Standing Rules and Orders of National Assembly

The Deputy Speaker of the National Assembly, Loide Kasingo, has presented the amended draft Standing Rules and Orders of the National Assembly to the House for approval. 

The draft rules encompass rules of procedure for both the National Assembly and its various committees, including the standing, spending, and select committees. 

Loide Kasingo highlighted that the rules have been fine-tuned to align with international conventions and practices.

Women's representation in parliament worldwide increases

Women's representation in parliament worldwide has increased slightly from 26.5% to 26.9% this year. 

These statistics were collected after over 60 parliaments in 52 countries held their parliamentary elections in 2023. 

The sub-Saharan Africa region accounts for the third highest, at over 27%. 

According to the Inter-Parliamentary Union (IPU), electoral quotas have been instrumental in improving women's representation, with over 28% of women elected having come from electoral gender quota systems. 

Prof. Katjavivi and delegation at attend 148th IPU Assembly

Speaker of the National Assembly, Professor Peter Katjavivi, will lead a delegation of Members of Parliament to the 148th IPU Assembly in Geneva, Switzerland, from March 23 to 27, 2024, with a focus on international cooperation, peacebuilding, and addressing pressing global challenges. 

Professor Katjivivi will deliver a statement during the General Debate at the Assembly under the theme "Parliamentary Diplomacy: Building Bridges for Peace and Understanding".

PDM requests withdrawal of UPM members from National Assembly

The Popular Democratic Movement (PDM) has requested the withdrawal of two parliamentarians affiliated with the United People's Movement (UPM) from the National Assembly.

Manuel Ngaringombe, PDM's Secretary General, pointed out a breach of the PDM-UPM Alliance Agreement, triggered by UPM's recent alliance with the National Empowerment Fighting Corruption (NEFC).

Addressed to Professor Peter Katjavivi, the communication outlines the violation, emphasising UPM's public support for Ally Angula in the 2024 Presidential Elections, contradicting the terms of the alliance.

National Assembly unveils strategic plan

The National Assembly unveiled its strategic plan for 2023–2027, building upon the achievements of the previous strategic plan for 2018–2020.

The aim of the plan is to enhance the core pillars of the National Assembly, namely lawmaking, representing the people, oversight visits, and fiscal stewardship.

The Speaker of the National Assembly, Professor Peter Katjavivi, stated that the plan mirrors the inherent strategic plan design followed by all three organs of the Namibian State.

Henny Seibeb urged to refrain from cursing in the National Assembly

The National Assembly on Tuesday started off on a rocky note as the Speaker, Professor Peter Katjavivi, asked Landless People's Movement (LPM) MP Henny Seibeb to refrain from cursing and using foul language in the house.

This instruction led LPM leader Bernadus Swartbooi and his right-hand man, Seibeb, to walk out of parliament.

Seibeb, who is alleged to have insulted a fellow MP and threatened to harm him on Monday, was asked to withdraw the statement, which he refused.
