The Minister of Urban and Rural Development, James Sankwasa, engaged the Okahandja Municipality to address the various concerns raised by residents.
Sethy Gariseb, a social justice activist, wrote a letter to his office complaining about poor service delivery, which prompted the visit.
Following a closed-door meeting with the council, the minister invited the residents to voice their concerns. Among them is the allocation of land, stating that the council had resettled people on land from which others had been removed.
Residents claim that they had also each deposited N$165 for a surveyor's procurement to hasten the land demarcation process, though they claimed that there were surveyors who were willing to demarcate land for free.
"They surveyed Otjiwarongo, Karibib. When the mayor is here, she will respond to it herself. Why did she turn down those people and then seek funds from the citizens?
The Mayor of Okahandja, Beatrice Katungondo, explained that the funds in question were not accessible to either the councillors or her.
"The only reason we did that was to ensure monitoring and evaluation of the account and its activities. However, Jason can also not go to the bank account and make any. He is unable to request a bank statement from that account without the assistance of the other two community members, who are integral to the project."
The mayor stated illegal occupation of land and theft of pegs have, however, slowed down the process.
Minister Sankwasa stressed that those who engage in such activities should be removed, and priority should be given to those who applied first.
Complaints about the Red Force Debt Management also surfaced.
Sankwasa called for a review time. "Because certain tenders are allocated even before they are called. Before the tender goes up to the newspaper or whatever, the procurement committee members and tender community members have already identified who must get this tender. We must do away with that practice. This practice is damaging the reputation of our stable government. So please address your procurement committee."
He also informed the residents that it is unlawful for anyone to remove water meters or switch off their electricity due to non-payment.
