The Chairperson of the 7th National Council, Lukas Muha, said the swearing-in of the MPs completes the work of Parliament, which had been operating with only the National Assembly in recent weeks. 

Speaking to the Inside the Chambers programme, Muha stressed that the ceremony is not just a celebration but a commitment to the people of Namibia.

Muha highlighted that most of the 42 MPs are new, with only a few returning members.
Extensive induction and training sessions on the workings of the council and their mandate will prepare them for their legislative and oversight responsibilities. 

"It actually means a completeness of Parliament because Parliament is not complete without the National Council. For the past few weeks, the National Assembly was the only house in existence. Now, with the swearing-in of the Seventh National Council, Parliament's work is complete. But this is not just about joy – it is about commitment, determination and carrying the trust of the Namibian people," elaborated Muha. 

Muha emphasised that oversight will remain central to the Council's work. 
The committees will be strengthened to ensure public funds are properly used, projects are completed and regional concerns are addressed. 
He added that laws must be made with discipline and knowledge and not be influenced by emotions. 

The new leadership, including Vice Chairperson Emma Muteka, will guide the Council in promoting accountability, strengthening regional representation and preparing for the next legislative cycle, although official sittings will resume only next year.

"For the Seventh National Council, discipline and knowledge are key. Laws must be made by sober-minded people, not out of emotions. Oversight is central – we will track projects, ensure public funds are used properly, and follow up until responses are secured. Regional concerns are our eyes and ears, and through committees and engagement with the executive, we will make sure communities are not left behind."

Muha also thanked the Swapo Party and his constituency for their support, pledging to carry out his duties diligently. 
He called on all councillors to engage continuously with their communities, ensuring citizens remain informed and involved in Parliament's work.
