Members of the National Council have begun reviewing the Appropriation Bill passed by the National Assembly. Concerns were raised about insufficient infrastructure, limited disaster preparedness, and inadequate funding allocations.
Councillor Olivia Hanghuwo (Eenhana) said, “It is also about how this budget addresses access and connecting roads to schools and clinics. It’s our call that the ministry prioritizes at least two schools each financial year in every affected constituency until the situation is fully addressed.”
Councillor Andreas Amundjindi (Uukwiyuushona) noted, “Oshana region is increasingly affected by drought and seasonal flooding. Current funding mechanisms focus on post-disaster responses rather than prevention and preparedness. This approach is neither sustainable nor cost-effective. New, cost-effective funding methods are needed.”
Kennedy Simasiku (Katima Mulilo Urban) expressed concern over a capital project identified by the Zambezi Regional Council that was removed from the budget despite prior progress.
Abner Shikongo (Oshakati East) highlighted funding gaps for critical infrastructure projects in Ongwediva, including water reservoirs, electricity provision, and drainage systems, none of which received budgetary consideration.
