Swapo Party MP, Marlyn Mbakera, sought clarity from the Ministry of Urban and Rural Development (MURD) on progress made with the project to reorganise structures of local authorities in 2014.

Deputy Minister, Evelyn !Nawases-Taeyele responded that financial constraints delayed the implementation of the recommended organisational structures; however, a new task team was established in 2023 to reassess prior recommendations and adjust them based on the 2023/2024 financial year budget conditions.

The Deputy Minister says the team was tasked with developing universal organisational structures, reviewing job profiles, evaluating and creating positions as well as proposing market-related standardised wage structures, with the ultimate goal to promote good governance and foster a sustainable and conducive working environment for local authorities.

She says the ministry will produce a report after the following matters are addressed.

"Obtaining a Cabinet decision on proposals including approval of or revision of the organisational and wage structures. Assessment of affordability and sustainability for local authorities with options to downgrade certain municipalities that are unable to support the proposed salaries. Implementation of standardised organisational and salary structures upon approval. Continued engagement and consultation with stakeholders to ensure smooth transition and adherence to new frameworks."
