Residents from the Okahandja Park Settlement in the Morning Star A area, have complained that the Municipality has bypassed households that have been there for over two decades.
The affected community members said the municipality has allegedly provided electricity meter boxes to recently set up structures.
They further claimed that the municipality divided their plots and placed new settlers without any prior consultation with the community.
According to them, they have also been denied permission to build fences around their homes.
The residents stated that of the 28 households that were already in the area, six of them had not received electricity meter boxes, while provision was made for five new households.
“Now they are just giving electricity and a box to the people who came yesterday. I'm here for 26 years,” said Ndala Korintu.
“Now when they came, they said that we cannot get electricity. But they've been putting new people in the community, and then they gave them boxes,” explained Albertina Iiwayta.
NBC News reached out to the City of Windhoek Spokesperson Lydia Amutenya on Monday, who said that only beneficiaries, who are correctly repositioned at their allocated sites according to the layout, are included on the list of beneficiaries for electrification.
She added that the list continues to be updated as more residents relocate to their allocated sites.
“When it comes to the allegation of subdivision, it's also very important for me to clarify that the City did not subdivide erven to accommodate additional settlers as the group is claiming, but changes in the size actually occurred as part of the layout revision process during which roads and service corridors have to be adjusted to meet the current engineering and service delivery standards. While the City initially assisted with the issuing of the pre-allocation letters, it actually withdrew from the allocation process once it became aware that the group was carrying out its own allocation. The group was subsequently advised to follow its own internal allocation procedures and submit an updated beneficiary list to the city for verification.”
